National Intelligent Transport Systems Strategy 2010-2015, Australia

Short summary:

The new Australian National Intelligent Transport Systems Strategy, released in July 2010, covers the timeframe from 2010 till 2015. It aims to enable seamless and consistent solutions, uniform application of standards, include all modes of transport, enable economies of scale and provide a coherent position of priority projects. The three main pillars to which the strategy is aligned are Safety, Mobility and Environment. The framework for evaluation and development of ITS initiatives presented in the paper has five components: 1) Architecture, Standards and tools; 2) Roadmap for coordinated development; 3) Projects; 4) Distributed ITS Centre of Excellence; and 5) Policy. Elaborate objectives and actions are phrased for each component.

The topic of Cooperative Mobility is recognised as a key development and a dedicated programme on it is announced in the strategy.

Milestone Achievement: Vietnam takes a step towards child safety on motorbikes

Short summary: Prime Minister Nguyen Tan Dung has signed today an amendment to Resolution 32, the mandatory helmet law passed in December 2007. All drivers and passengers on motorbikes from the age of six must wear a helmet properly under penalty of a fine from 20 May 2010. Adults carrying children without a helmet or without it properly buckled will be fined 100,000 – 200,000 VND – the equivalent of five to ten US dollars. Those driving in Ho Chi Minh City and Hanoi will suffer higher penalties than in the rest of the country.

Short summary: This paper argues that lack of full regional connectivity is one of the major constraints hindering regional growth and integration in Asia, as well as with the rest of the world. One of the conclusions of this paper is that Asia must strengthen its physical connectivity to make it a conduit for international trade though restoring Asian Silk Route. This paper deals with current trade and transport integration issues among the countries in Asia as well as challenges that need to be addressed in order to achieve regional connectivity through an Asia-wide transport infrastructure.

Climate Change and Transport in India: Initiatives and experience

Short summary: This presentation outlines India’s National Action Plan on Climate Change, focusing specifically on the Mission on Sustainable Habitat. From this, the case for a new public transportation system (bus) is made. The National Urban Transport Policy (2006) is outlined and with it, an analysis of the current status of public transport in India. The public bus system is seen as a poor-man’s alternative and is unreliable and unsafe. The case is made for the installation of BRT in many cities to change the way this type of transport is viewed. Successes, challenges, and the future of transport in India are also addressed.

Building a Low Carbon Indian Economy

Short summary: The Confederation of Indian Industry, in collaboration with the Government of India, reports on the current situation of the Indian economy with regards to climate change and business growth. The report outlines strategies to mitigate climate change in each sector and notes which business strategies, technologies, practices, and policies should be adopted for a future low-carbon economy. There is opportunity for India to become a global leader in sustainable business practices, and the paper examines how this can be done, throughout an analysis of many business sectors, including transport.

CO2 Emissions from Land Transport in India: Scenarios of the Uncertain

Short summary: India is experiencing rapid motorization and growth, but as it is in the early stages of development, there is definite room for sustainable growth and transportation practices. This case study of Indian land transport argues that India is in the enviable position of having new infrastructure technology and know-how available to it. The only hurdle is to recognize the need for the construction of these structures. The study summarizes a set of four Indian land transport scenarios at the national level: (1) business as usual; (2) energy efficient; (3) two-wheeled world; and (4) sustainable urban transport. Each scenario is analyzed for the potential and opportunity of greenhouse gas emissions mitigation.

Mobility for Development: Bangalore, India

The need for a sustainable transport infrastructure is clear, but at this point, more focus is given to overall growth, not sustainability. An analysis is made of Bangalore’s transport situation, in light of population makeup, rate of growth, and mobility needs.

Performance of PPPs and Traditional Procurement in Australia

Short summary:

This study, carried out by Allen Consulting Group for Infrastructure Partnerships Australia, has looked into the key question of the relative efficacy of PPPs and traditionally procured projects in relation to time and cost overruns. The outcomes are based on data from 206 government procurement projects, of which 21 PPP and 31 traditional projects. The major part of the projects considered concerned transport infrastructure projects. The main conclusions are that PPPs show superior cost efficiency, that traditional projects are likely to be completed later than PPPs relative to the budget and with traditional projects the project size had a negative impact on time over-runs compared to PPP. Furthermore, performance and transparency are higher with PPPs. Although rather general of character, the report gives empirical grounds to many of the answers to the most common objections against PPPs.

Sustainable Urban Transport in Asia: Making the Vision a Reality

Short summary: The Partnership for Sustainable Urban Transport in Asia (PSUTA) was created as part of the Clean Air Initiative for Asian Cities in response to the uncontrolled and rapid motorization of these cities. PSUTA focuses on strengthening sustainable low emission transport and mobility modes in Asian cities. This report enumerates the main findings of PSUTA, outlining a strategic framework, a broad theory of indicators of sustainable transport, and their application in various member cities. After application, knowledge gaps were found in each instance, and general conclusions were drawn from all experiences.

Energy Efficiency and Climate Change Considerations for On-road Transport in Asia

The Asian Development Bank has come out with this paper with the hopes that it will be a first step towards a policy framework addressing energy efficiency and climate change in the transport sector in Asia. The paper includes comprehensive analyses of future greenhouse gas emissions scenarios, the rationale behind creating a holistic policy framework that includes public and private entities, and sections on Asian trends, a vision for the future, an action plan, and implementation mechanisms.
