EU Directive on the framework for the deployment of Intelligent Transport Systems (2010/40/EU)

Short summary:
The ITS Directive aims to accelerate and coordinate deployment of interoperable ITS by creating the necessary conditions and mechanisms through a coherent EU-wide framework. For the purpose of the Directive, ITS is defined as “systems, in which information and communication technologies are applied, in the field of road transport (including infrastructure, vehicles and users) and, traffic and mobility management, and with the interfaces to other transport modes”.
The Directive will work in such a way that, whenever EU Member States intend to introduce certain ITS measures, they need to assure their interoperability and meet the specifications adopted by the European Commission to this purpose. The Directive does not oblige the Member States however to deploy a certain ITS application; this is up to their own discretion.
The directive defines four priority areas, and priority actions within those areas, constituting the base of future EU legislation on ITS in order to foster the deployment of ITS. The European Commission will have the task of adopting specifications for the actions planned in the priority areas. The priority areas and corresponding main actions in the draft directive include (1) Optimal use of road, traffic and traffic data: EU-wide multimodal travel and real-time traffic information services as well as road safety related minimum universal traffic information services (2) Continuity of traffic and freight management ITS services: e.g. ensuring information flow; tracking and tracing of freight (3) Road safety and security applications: pan-European e-Call service and secure parking placing for trucks (4) Linking the vehicle with the transport infrastructure: e.g. exchange between vehicles and infrastructure (V-I communication) and between vehicles (V-V communication).

Open letter to Vice-President Siim Kallas, EU Commissioner for Transport

Short summary: The ECF recently co-signed a letter initiated by the ETSC asking Commissioner Kallas for renewed road safety targets in the forthcoming Road Safety Action Programme. On 19 March, ECF and the Federation of European Pedestrian Associations (FEPA) sent a joint follow-up to the ETSC's letter, to highlight the importance of setting 'rate based' safety targets for walking and cycling.
Multimodal ITS strategy and action plan for Sweden, Summary in English

Short summary: In September 2009, the Government instructed the Swedish Road Administration (SRA), together with other authorities, enterprise and organizations involved, ”to draw up a multimodal transport strategy and action plan for the use of intelligent transport systems and services (ITS) in the transport system”. The objective is to expand the use of ITS solutions in order to exploit the potential of ITS for contributing to the attainment of the transport policy targets. The opportunities offered by ITS are not currently exploited to a desirable extent for increasing the efficiency and usability of the entire transport system. The strategy and action plan must cover both freight and passenger transport. Many contributors have collaborated in the development of the strategy and action plan. The congress management committee from the ITS World Congress 2009 has served as the steering committee. A working group with representatives from the authorities and from enterprises together with a secretariat, has produced the source information, analyses and proposals. The proposals of the investigation emanate principally from workshops. The points of departure for the proposals were the problems and obstacles to the introduction of ITS, which were identified by the participants. An information meeting was held in the final stages of the investigation, with a collective discussion concerning the proposals of the investigation. The strategy and action plan proposals were submitted to the Ministry for Industry on 1 March 2010. This document is a summary of the full report.

Short summary: Республика Узбекистан для транспортировки внешнеторговых грузов использует широко разветвленные международные транспортные коридоры. Среди них, перспективными в плане развития является коридор, связывающий Центральную Азию с Европой по западной части территории Узбекистана, который совпадает с Е-40. В связи с этим, основная часть строящейся Узбекской национальной автомагистрали пролегает по трансъевропейскому маршруту Е-40, который обеспечивает трансконтинентальное сообщение и соответствует требованиям «скорость-стоимость-безопасность». Кроме того в связи с ростом интенсивности движения по Е-40, а также дальнейшим экономическим развитием регионов, в 2008-2009 г.г дорожно-строительные организации Узбекистана, Казахстана и Российской Федерации осуществили ряд проектов по строительству, восстановлению и реконструкции дорог.

Analysis of monitoring data collected on NELTI Project Routes in 2008 – 2009

Short summary:
The New Eurasian Land Transport Initiative (NELTI) is part of the effort made by the IRU to revitalise the Silk Road. It consists in identifying three commercially viable routes: Northern (through the Russian Federation), Central (through the Caucasus and Central Asia) and Southern (through Turkey and Iran) routes. It aims at contributing to the implementation of the UN Millennium Development Goals as well as of the Almaty Programme of Action for landlocked developing countries, with a view to developing Eurasian land transport links. The objective of the IRU NELTI Project is to instigate regular road freight shipments between Europe and China and to assist in achieving the transit potential of, particularly, nations in Central Asia and the Caucasus. The Project likewise aims to increase the volumes of road transport operations and services that these countries can offer, while raising political and business awareness of the feasibility of and demand for such transcontinental road transport operations.

Methodological Basis for the Definition of Common Criteria regarding the Identification of Bottlenecks, Missing Links and Quality of Service of Infrastructure Networks

High level infrastructure planning is essentially an exercise in identifying problems caused by bottlenecks and missing links in existing systems and addressing them. This publication provides an overview of existing infrastructure bottlenecks and missing links for each of the major inland transport modes in the pan-European region. This is a revised methodology for the identification of bottlenecks, missing links and quality of service in infrastructure networks, aimed at facilitating a coherent appraisal and selection of transport infrastructure projects of international importance across the Euro-Asian Continent. It offers recommendations, for each of the major inland transport modes, on ways in which consistency of definition could be sought.

Данная публикация представляет обзор существующих узких мест и недостающих звеньев на сетях инфраструктуры для каждого из основных видов внутреннего транспорта в панъевропейском регионе. Это обновленная методология для идентификации узких мест, недостающих звеньев и качества услуг на сетях инфраструктуры, направленная на облегчение процесса согласованной оценки и отбора транспортных инфраструктурных проектов, имеющих международное значение, по всему Евро-Азийскому Континенту. Она предлагает рекомендации для каждого из основных видов внутреннего транспорта по поиску решений порблемы согласования определений.
