This paper, made by researchers from the INRA (French National Institute for Agricultural Research) and published in the Environmental Science & Technology journal in July 2009, provides an analysis of the potential environmental impacts of biodiesel production from microalgae. This study has been undertaken to assess the energetic balance and the potential environmental impacts of the whole process chain, from the biomass production to the biodiesel combustion.

Short summary:
With this Memorandum, EIC advocates the concessionaire’s perception, i.e. the perspective of those companies that actually are prepared to put their shareholders’ money at risk in connection with a PPP project. The memorandum seeks to explain why the PPP concept has a strategic advantage over the conventional project programming and for which types of infrastructures or public sector buildings a Government would benefit from entering into a comprehensive partnership instead of separating the design, construction and operation phases. By referring to some – positive and negative – example cases, it tries to illustrate the practical impact of the issues discussed. The fundamental “PPP Principles and Concepts” are summarised in a short version in the Appendix.

EIC Whitebook on BOT/PPP

Short summary:
This EIC White Book voices the EIC members’ experiences and propositions with respect to international BOT/PPP projects and how to avoid or effectively mitigate the many obstacles and risks through careful preparation and structuring. The target groups are primarily Governments and Authorities as concerns the project preparation and the tender procedure, and the multilateral agencies and export credit agencies, financial institutions and their advisors as concerns the financial risk mitigation. The text is structured by selectively addressing four relevant topics (the general conditions for BOT/PPP schemes, the project preparation, the tender process, and the financial risk mitigation process), briefly describing the key impediments in a particular crucial aspect and then precisely stating the EIC recommendations on the subject matter.

Road Safety Audit and Safety Impact Assessment

Short summary: This review by the European Transport Safety Council (ETSC) describes the use of road safety audits and safety impact assessment in helping to design and build safe road and traffic schemes. Both procedures enable the skills of road safety engineering and accident analysis to be used for the prevention of accidents on new or modified roads, in many cases in the form of low-cost measures. The review explains how the procedures should be carried out and gives an overview of their cost-effectiveness. A case study explaining implementation of a safety audit in a British example and a safety impact assessment in a Dutch example are given in annex to the review.

Cities are often blamed for high levels of greenhouse gas emissions. The study from the International Institute for Environment and Development (IIED) shows that in most cases per capita emissions from cities are lower than the average for the countries in which they are located. It analyses the per capita emissions from 12 major cities in Europe, Asia, North America and South America.
