Open letter to Vice-President Siim Kallas, EU Commissioner for Transport

Short summary: The ECF recently co-signed a letter initiated by the ETSC asking Commissioner Kallas for renewed road safety targets in the forthcoming Road Safety Action Programme. On 19 March, ECF and the Federation of European Pedestrian Associations (FEPA) sent a joint follow-up to the ETSC's letter, to highlight the importance of setting 'rate based' safety targets for walking and cycling.

Methodological Basis for the Definition of Common Criteria regarding the Identification of Bottlenecks, Missing Links and Quality of Service of Infrastructure Networks

Short summary:

High level infrastructure planning is essentially an exercise in identifying problems caused by bottlenecks and missing links in existing systems and addressing them. This publication provides an overview of existing infrastructure bottlenecks and missing links for each of the major inland transport modes in the pan-European region. This is a revised methodology for the identification of bottlenecks, missing links and quality of service in infrastructure networks, aimed at facilitating a coherent appraisal and selection of transport infrastructure projects of international importance across the Euro-Asian Continent. It offers recommendations, for each of the major inland transport modes, on ways in which consistency of definition could be sought.

Это обновленная методология для идентификации узких мест, недостающих звеньев и качества услуг на сетях инфраструктуры, направленная на облегчение процесса согласованной оценки и отбора транспортных инфраструктурных проектов, имеющих международное значение, по всему Евро-Азийскому Континенту. Она предлагает рекомендации для каждого из основных видов внутреннего транспорта по поиску решений порблемы согласования определений.

Effluent Limitations Guidelines and Standards for the Construction and Development Point

Short summary: The U.S. Environmental Protection Agency (EPA) issued the Effluent Limitations Guidelines and Standards for the Construction and Development Point to control the discharge of pollutants from construction sites. This rule requires construction site owners and operators to implement a range of erosion and sediment control measures and pollution prevention practices to control pollutants in discharges from construction sites.

Second Report on Road Transport Best Industry Practices (BIP)

Short summary: New BIP Report confirms Road Transport's Sustainable Development achievements. The new 2nd Report on Road Transport Best Industry Practices (BIP), compiled by the Fraunhofer Institute, shows that road transport operators are investing in innovative at-source measures that are reducing environmental impact and increasing profitability. Examples include: a grouped city-centre distribution scheme, an eco-friendly gritting technique, a prototype fuel-cell delivery van, a tyre management plan, programmes to reduce fuel consumption and improve vehicle utilisation rates, refresher driver training, environmental management systems and green accounting.

A Guidebook on Promoting Good Governance in Public Private Partnerships

Short summary:

The purpose of this guide is to demonstrate how governments and the private sector can together address the challenges by improving governance in PPPs. The introduction defines PPPs, the various models and benefits that can be generated and describes also the misconceptions surrounding PPPs and the challenges emerging from their complexity and cost. The next five chapters describe respectively: how to promote a sound overall legal, regulatory, policy and institutional framework; ways governments can increase the capacity to develop and manage PPPs projects; importance and means to address the risks in PPPs; how governments can encourage transparency; how to address suspicions and criticism of PPPs by media and civil society. The final chapters and annex identify some tools for implementing the above mentioned good governance best practices.

Speed Management: a road safety manual for decision-makers and practitioners

Short summary: This manual is part of a series produced as a follow-up to UN Resolutions on road safety and World Report on Road Traffic Injury Prevention, which call for addressing key road safety risk factors by UN Member States. Speeding causes up to 40% of road fatalities, making it the most serious road safety problem in many countries. The higher the speed, the longer the required stopping distance, and the less time the driver will have to react to a hazard. In the case of a collision, more kinetic energy has to be absorbed in a high speed impact, making it more violent. Making the drivers aware of the risks involved, improving compliance with speed limits and reducing unsafe driving speeds are not easy tasks. The manual provides step-by-step guidance on why speed management is important, how to assess the situation in a country, how to design, plan and implement a programme, including obtaining funding, setting up a working group, developing an action plan, introducing legislation, as well as how to monitor and evaluate the programme. It also looks at how engineering, enforcement and educational measures may influence speed management. Case studies illustrating examples of successful and non-successful initiatives are presented throughout the manual.

PIARC Road Accident Investigation Guidelines for Road Engineers

Short summary: Road accident investigation is a reactive approach to improving road safety with a high potential to identify and implement tailor-made safety measures. These guidelines describe the considerations and procedures behind road accident investigation, namely: importance of accident data and description of categories of data required, description of 10 types of accidents and vehicle movement codes, fundamentals for creating collision diagrams, evaluation of collision diagrams for safety improvements. Detailed examples of network safety management through accident investigation are given in annex.

User Guidebook on Implementing PPPs for Transportation Infrastructure Projects in the United States

Short summary:

The user guidebook, prepared by AECOM and others for the FHWA, is aiming to provide sponsors and providers of transportation projects on state and local level with guidance and tools for implementing transportation PPPs. It describes the development stages, the participants and institutional factors linked with PPPs and it identifies issues on statutory, regulatory, financial and institutional level to be addressed when setting up a PPP framework and programme.

The user guidebook is supported by two accompanying reports (see elsewhere in this Knowledge Centre): Case studies of Transportation PPPs in the United States, and Case studies of Transportation PPPs around the World.
