The past two months have been particularly fruitful for IRF Geneva. We have launched the IRF Vienna Manifesto on ITS and presented it to the Ministers gathered for the ITS World Congress, successfully hosted the 7th edition of the IRF Regional Conference on Road Safety in India, and provided leadership on road infrastructure issues during the 16th meeting of the UN Road Safety Collaboration (UNRSC). Last but not least, we have ensured an enhanced governance structure for our Federation by adopting new statutes at the General Assembly convened in Delhi on 31st October.

You will be able to read more about these achievements and other on-going initiatives in this edition of the newsletter. IRF members will be advised in more detail regarding the resolutions taken during the statutory meetings held in Delhi by separate dedicated communication during the next week.

While we as a team are proud of what has been accomplished, we are already looking ahead and focusing on the very exciting programme of activities planned for 2013. Our first major event for next year will be the IRF Regional Conference: North-Africa & Mediterranean to be held in Marrakech on 19-20 March, 2013. Registrations are open for what promises to be a remarkable and highly influential event for the entire region!

I take this opportunity to personally invite you to become actively involved in our Federation, to contribute to our growing pool of activities and, most of all, to benefit from all that IRF membership has to offer.

IRF puts forward policy recommendations in Vienna Manifesto on ITS

From 22-26 October 2012, the city of Vienna, Austria staged the 19th World Congress on Intelligent Transport Systems (ITS). The Congress was organised by the European ITS Association ERTICO and local host the Austrian Ministry of Transport. The IRF was prominently present in Vienna with a number of activities.



Prominent IRF presence at 16th Meeting of the United Nations Road Safety Collaboration

IRF Geneva continues to play a pivotal role within United Road Safety Collaboration, notably chairing the influential Pillar 2 Project Group dedicated to Safer Roads and Mobility. It was prominently represented at the 16th Meeting of the Collaboration, convened on 15-16 November in the Executive Board Room of the World Health Organization Headquarters in Geneva.



IRF addresses Balkan Transport Ministers at first Conference on Motorway PPPs

The International Finance Corporation (IFC) organised a First Balkans Ministerial Conference on Motorway PPPs on 12-13 November 2012 in Motovun, Croatia. Mrs. Caroline Visser, Deputy Director General and PPP expert of IRF Geneva, was invited to take part in the conference and to address the high level audience. Three ministers from the region were attending the conference, as well as some 35 high level industry and consultancy representatives.



IRF Group of Experts on Road Safety marks its first year of progress

The IRF Group of Experts on Road Safety held its first anniversary meeting on Wednesday 31st October in the fringes of the 7th IRF Regional Conference in Delhi. The 30 members present were happy to report a year of steady and very encouraging progress since the initiative was launched in the same city almost exactly a year earlier.



7th IRF Regional Conference: Road Safety in Urban and Rural Roads

The latest in the highly successful series of Regional Conferences on Road Safety organised by IRF's India Chapter was held at the Manekshaw Centre in New Delhi on 1-2 November. Following previous gatherings devoted to Design, Construction & Operation of Roads, Mobility & Safety in Road Transport, Accident Prevention, Institutional Arrangements for the Reduction of Road Fatalities and a Road Safety Strategy and Action Plan for India, this year's event provided a high-level, international platform for addressing a comprehensive range of issues relating to Road Safety on Urban and Rural Roads.



Launch of IRF Guidelines for the Development of Road Safety Master Plans

Under the auspices of its Group of Experts on Road Safety, IRF has launched a set of comprehensive Guidelines for the Development of Road Safety Master Plans. The Guidelines are designed to guide and provide practical, proven advice to municipal authorities as they strive to make their communities safer through the creation and implementation of road safety master plans.



IRF fosters dialogue with the European Commission on Green Public Procurement

IRF Geneva enhanced the discussion on green public procurement (GPP) in road infrastructure by convening in Brussels a meeting with the European Commission. Hosted at Michelin EU Office, the meeting - held on 20 November - brought to the table beside IRF members a number of other stakeholders from the sector.

Mrs. Caroline Visser takes on the position of Deputy Director General of IRF Geneva

We have the great pleasure to announce that from 1 November 2012, Mrs. Caroline Visser has taken on the position of Deputy Director General of IRF Geneva. Mrs. Visser has been with IRF since 2008 and has successfully managed the PPP/Road Financing and ITS activities of the Geneva Programme Centre. We wish her all the success with this new endeavour.



Kapsch sells its share in Russian Joint Venture

Kapsch TrafficCom AG announces that LLC Kapsch TrafficCom Russia has withdrawn from the joint venture OOO United Toll Systems (UTS). UTS is the joint venture that was awarded a contract for maintenance of the toll-based operation of the Russian M-4 Don motorway in December 2011. Kapsch TrafficCom Russia held a share of 33.3 percent in this joint venture. The joint venture partner Mostotrest takes over these shares in UTS. The deal will amount to EUR 6 million and is expected to close by the end of 2012.
