On Monday 9 May 2011, IRF’s new Committee on Road Financing & Economics held its launch meeting in the wake of the Road Safety Symposium in Bucharest, Romania. The meeting saw interesting debate and a wide representation from both public and private sector parties, coming from developing as well as developed nations.
The Global Transport Intelligence (GTI) initiative is a joint initiative of organizations which are involved in the collection, analysis and dissemination of data on transport in the developing countries.
The United Nations Economic Commission for Europe (UNECE) conference “Launching of the Decade of Action (2011-2010) for Road Safety in the UNECE region”, hosted by the Ministry of the Interior, Road Traffic Directorate, Ministry of Infrastructure and Road Traffic Safety Agency of Serbia took place on 27-29 April 2011 in Belgrade.

Ambassadors activities report
This report covers the period January –December 2010 and January –May 2011 and prospective activities before the end of the year 2011. I am grateful for the support given during this time from Geneva particularly from Sibylle Rupprecht; Caroline Visser and Lydia Scotto who have been readily available to answer my queries and advice on issues that I have been communicating with them not forgetting my colleague Mr. Nk Sinha from India for his support during this time. Promotion of IRF was mainly done using existing forums which I have been involved organizing within the country.
The second preparatory meeting of the Economic and Environmental Forum - organized by Office of the Co-ordinator of OSCE Economic and Environmental Activities in co-operation with the Lithuanian Chairmanship - was held in Druskininkai, Lithuania on 4 and 5 April 2011.

UN Road Safety Collaboration Group meets in London
The 13th meeting of the UN Road Safety Collaboration met in London, UK from 11-13 April 2011. Over 70 stakeholders from all overof the world gathered to discuss the upcoming launch of the UN Decade of Action for Road Safety (2011-2020). Concrete actions were discussed in the working groups to help achieve the objectives and goals of the Decade.
The concept of Green Public Procurement has been widely recognised in recent years as a useful tool for driving the market for greener products and services and reducing the environmental impacts of public authorities’ activities.

UNECE Team of Specialists on PPP meets in Geneva
The International Road Federation’s presence at the Third Session of the UNECE Team of Specialists (ToS) on PPP was both rewarding and constructive. The 2-day Conference, held at the UN Palais des Nations in Geneva, was attended by IRF’s PPP expert Caroline Visser, and IRF Road Finance intern Paul Bossidy.
The IRF Policy committee on Intelligent Transport Systems met in Stockholm, Sweden, on 9 & 10 March for its 5th working meeting.

Attending the 64th Biennial Session of the UN-ECE
The 64th Biennial Session of the UN Economic Commission for Europe was held in Geneva from 29-31 March 2011.
The Indian Road Congress (IRC) and the World Road Association (PIARC) in association with IRF and AASHTO have jointly organized in New Delhi on 17-19 February an international seminar on “Reducing Carbon Footprint in Road Construction”.
From 22 till 24 February the inaugural World Congress and Exhibition on Infrastructure Asset Management took place in Malaysia’s capital of Kuala Lumpur, under the patronage of Malaysia’s Minister of Federal Territories and Urban Well Being, Dato’ Raja Nong Chik Dato; Raja Zainal Abidin. The Congress was hosted by the Institute for Infrastructure Asset Management (IIAM) from Albany, New York in the United States and PwmGroup Malaysia.

Partners on Low Carbon Transport meet
IRF, through the global Transport Knowledge Partnership (gTKP), is part of the Sustainable Low Carbon Transport project. The SLoCaT Partnership works to improve the knowledge on sustainable low carbon transport, help develop better policies and catalyse the implementation thereof.
A landmark Environment Policy Statement was released by the International Road Federation on 24th January. The new Policy Statement reinforces IRF’s member resolve to be at the vanguard of efforts to further improve the environmental performance of the road sector. Three events organized respectively in Geneva, New Delhi and Washington D.C. marked the launch and offered the opportunity for a debate.
Transport data, especially reliable one, is vital for supporting transport policy-making as well as planning investments in transport. The need for improvement of transport data is especially felt in developing countries and there is a consensus among the key stakeholders that endeavours to improve transport data in developing countries should be part of a global effort.

CHANGER launch in India
The IRF India Chapter is convening an event on 15th February in New Delhi to introduce CHANGER – the IRF GHG Calculator for road infrastructure. The event will be the occasion to illustrate the results obtained with the tool on five Indian projects.
From 15 to 17 December 2010 the Black Sea Economic Commission Head Quarters in Istanbul, Turkey, staged a joint event by UNECE, World Bank’s Public Private Infrastructure Advisory Facility (PPIAF), BSEC and the International PPP Platform Turkey on capacity building in Public-Private Partnerships.
