IRF participates as stakeholder during EasyWay Annual Forum 2010

EasyWay is a project driven by national road authorities and operators, coming from the 27 EU member states, for Europe-wide ITS deployment on the Trans European Road Network. IRF’s Caroline Visser was invited to take part in the stakeholder session during the EasyWay Annual Forum 2010, which was held from 16 till 18 November in Lisbon, Portugal.

IRF Geneva Directors meet in New Delhi, India

The first meeting of the Board of Directors of IRF Geneva under its new chairman, K. K. Kapila, was held in New Delhi, the home city of its chairman. The directors, coming from many parts of the world, had long and lively discussions on important strategic issues. IRF Geneva has initiated many actions and changes in 2010 which will reflect positively on its members.

UN Road Safety Collaboration prepares for Decade of Action

The period 2011-2020 was proclaimed Decade of Action for Road Safety by the UN General Assembly in March 2010. Pursuant to this, the UN Road Safety Collaboration (UNRSC) has elaborated a brief document aiming to guide governments in planning their activities to implement the Decade of Action nationally by addressing 5 pillars: management, road infrastructure, vehicle design, road users and post-crash care.

Ensuring Road Infrastructure meets the Challenge of the Decade of Action

Since its establishment in 1948 road safety has been at the centre of IRF activities. Recognising the importance of the role infrastructure has to play in road safety, IRF has strongly advocated the principle of the ‘forgiving road’ and thus contributed to this aspect being addressed in the major road transport international legal instruments, policies and standards developed over the past 60 years.

Bucharest: IRF launch of the Decade of Action

Bucharest was especially chosen by IRF as a perfect gateway between the East and West of Europe to set scene for its Regional Symposium: Providing Infrastructure that Improves Road Safety. The Symposium will take place on 10-11 May 2011, enabling IRF and its members to launch the Decade of Action for Road Safety in this beautiful city.

Senior Road Executives Programme™ 2010

A Road Safety module was run between 19 and 21 April 2010 as part of the above programme of the University of Birmingham (UoB) in the UK which is heavily supported by the International Road Federation.  It was regarded as an important component of the SREP attracting 40 participants despite the problems created by the Icelandic volcano.

3rd International Congress “Safety on the Roads for the Safety of Life” in St. Petersburg

A major road safety event took place last month at the headquarters of the Council of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) in St. Petersburg. Over 1000 delegates, mostly high officials of Russian central and federal agencies involved in road traffic and transport issues, parliamentarians, transport union and association representatives, gathered in the beautiful Tauride Palace on 29 October 2010 to address the required changes in the legislation that would foster an effective road safety policy and exchange experience in the implementation of successful initiatives for improving road safety.

World Statistics Day 2010 in Geneva

20.10. 2010 marked the first ever World Statistics Day, the day paid tribute to statisticians’ outstanding work in producing and disseminating the necessary data to respond to new challenges and to measure progress in people’s lives. Statistics are a daily part of national and international life and policy-making, but never before had the international community officially paid tribute to Official Statistics through dedicating them an international day. Over 100 countries and territories and 40 international agencies marked the Day with special events and activities.

5th China Asphalt Summit, Shanghai, 21-22 October 2010

Some 110 delegates gathered at the 5th China Asphalt Summit, held in Shanghai on 21-22 October 2010.

IRF once again officially supported this event. In her welcome speech, Sibylle Rupprecht underlined the importance of the asphalt market in China.

IRF addressing the NEPAD Transport Summit in South Africa

Key actions for the development of Africa's transport infrastructure, as a major factor in the continent's economic growth, were identified and discussed at the second annual NEPAD* Transport and Infrastructure Summit 2010 held in Johannesburg on 13-15 October 2010.

Jointly organised by IRF and the China Highway and Transportation Society (CHTS), together with the Shandong Provincial Transportation Department, the landmark 2ndInternational Convention on Rural Roads, hosted in the beautiful city of Jinan, China, marked a major step forward in global efforts to mobilise resources and knowledge for the development of sustainable rural road transport.

Global ITS policy updates at Committee meeting in Republic of Korea

IRF took the opportunity of the 17th ITS World Congress, held from 25-29 October in the Republic of Korea, to convey an information meeting of the IRF Policy Committee on ITS. Several high level officials of national ITS associations, as well as some national transport authorities were present to exchange the latest developments in ITS strategies and policies.

IRF well represented at 17th ITS World Congress in Republic of Korea

From 25 till 29 October the 17th World Congress on Intelligent Transport Systems (ITS) took place in the Republic of Korea’s second largest city of Busan. The congress’ theme was “Ubiquitous Society with ITS”, referring to seamless, transparent and reliable services helping to make transport greener and smarter. IRF was well represented at the congress with an exhibition stand, representation from the three regional offices and a meeting of the IRF Policy Committee on ITS (reported on separately).

IRF in South Africa - Live from the field

Under the theme "Preserving African Roads", the 4th edition of the IRF/SARF regional conference has opened up in Cape Town on 11th October 2010.

With more than 250 delegates from 22 countries, this year's conference marked another successful collaboration between the South African Road Federation and the IRF.

On 6 & 7 October the Institute for Transport Studies of the University of Leeds hosted the fall meeting of the IRF policy Committee on ITS. The two-day meeting programme was packed with a high variety of presentations and working sessions and had a very informative and dense character.

New IRF Geneva appoints new Road Finance Counsellor

We are pleased to announce that Mr. Henry Kerali, Sector Manager Transport Sustainable Development Department (ECSSD) for Europe and Central Asia at the World Bank, will be the new IRF Road Finance Counsellor. He is succeeding Mr. Ian Heggie, former World Bank adviser who has over the many years done a tremendous job in helping the IRF address road finance questions.

Some 70 participants representing the major stakeholders involved in road safety of the United Nations Road Safety Collaboration (UNRSC) met in the Executive Board Room of the World Health Organization (WHO) in Geneva on 5-6 October 2010. IRF was represented by Sibylle Rupprecht and Maria Novikov.

Workforce gap set to widen

New analysis has sounded a warning for the road industry about the likely extent of the gap between the supply of, and demand for, professional skills over the coming decade. The broad findings of Austroads’ 2009 Roads Workforce Analysis were presented at this week’s Roads Australia Capacity Chapter workshop in Melbourne.

IRF to set up new body addressing Road Finance & Economics

IRF is inviting you to get actively involved in a new committee addressing the wider theme of Road Finance an Economics.

The current IRF working group on Public-private partnerships has been in place since 2006 and has actively promoted the PPP-concept at numerous occasions and with a dedicated publication. Current working group chairman Michel Démarre of FNTP, France, has announced his resignation for the end of the year 2010. IRF feels the time is right for a re-orientation of the group and would like to solicit you as IRF member on this topic.

CHANGER, the IRF Greenhouse gas Calculator, presented to the European Commission

Sibylle Rupprecht and Susanna Zammataro were invited by the European Commission to present CHANGER, the IRF Greenhouse gas Calculator. The presentation met with a lot of interest and discussions exploring opportunities to contribute with CHANGER in the definition of a methodology for the internalisation of external transport costs, especially in view of the Marco Polo project.

ITS Policy Committee fosters relationships in Brussels

Sibylle Rupprecht and Susanna Zammataro met with Herman Meyer, the Chief Executive Officer of Ertico. It was a pleasure to introduce the IRF and especially the ITS Policy Committee to Mr. Meyer. He in return made a detailed presentation about Ertico and its work. In particular, he pointed out the work done by Ertico regarding the integration of the ITS theme into Road Safety Audit courses. This positive meeting will help both parties to work closer together on identified issues of common interest.

On 15 August, the Chairman of IRF Geneva, Mr. K. K. Kapila, met in Beijing with Mr. Li Juchang, President of the China Highway & Transportation Society (CHTS), an IRF member. The meeting was also attended by Mr. Liu Wenjie, Secretary General of CHTS, Mr. Ju Rongyun, Deputy Secretary General of CHTS, Mr. Lin Sheng, Director of the Consulting Department, Ms. Wang Danqing, Director of the International Department, and Ms. Nina Guan, Assistant Director of the International Department.

IRF Prominently Represented at the Michelin Challenge Bibendum

From 30th May to 2nd June, Bill Vincent attended the Michelin Challenge Bibendum in Rio de Janeiro on behalf of IRF. Specifically, he was invited to participate in Round Table 4, which was designed to explore how Intelligent Transportation Systems (ITS) can improve urban congestion and mobility.

General Assembly nominates Samir Allam as IRF High Representative

At the recently convened IRF Geneva General Assembly in Lisbon, Samir Allam was unanimously elected to the function of High Representative.

Samir Allam has been prominently associated with IRF for almost three decades. His extensive experience and exemplary engagement single him out as an ideal candidate to serve as High Representative. In this key responsibility, he will notably represent the IRF in its dealings with United Nations Agencies and supra-governmental institutions, where his renown and longstanding diplomatic background will be invaluable.

International Transport Forum 2010 meets in Leipzig around the theme Transport & Innovation

794 delegates from 52 countries gathered in Leipzig from 26 to 28 May 2010 to look into the challenges and opportunities for deploying the power and potential of innovation to improve the transport sector. The plenary sessions featured a number of prominent speakers, including Bertrand Piccard, Horst Köhler, Ian Goldin and Amar Bhidé, who inspired the audience with their enthusiasm and vision.

IRF participates in Second African Forum for Dialogue

The second annual African Forum for Dialogue was held in Geneva on 25th May 2010. This year's theme was "Peace and Security For Sustainable Development in Africa." The event was scheduled by the African Union to coincide with the celebration of Africa Day, and was convened only a few weeks before the opening of the 19th FIFA World Cup, hosted in Africa for the first time in history. In this respect, the choice of theme particularly highlighted the African Union's resolve to fulfil the African vision of peaceful co-existence, integration, prosperity and pro-activeness on the global scene.

Unprecedented success for 2010 Senior Road Executive Programme

Together with the School of Civil Engineering of the University of Birmingham (UK), IRF hosted a highly successful Senior Road Executive Programme from 12-24 April, 2010. This important international seminar gave participants a unique opportunity to exchange ideas and experience, as well as enhance their technical, managerial and policy-making skills. In this respect, the course was designed to equip them with a solid grounding from which to implement improved road management and financing techniques, once back in their own countries.

IRF at Intertraffic 2010

This year, Intertraffic, the world's leading trade fair in the field of infrastructure, ITS traffic management, safety and parking, celebrated its 20th anniversary with its biggest ever show. Held in Amsterdam from 22-26 March, the event brought together over 800 exhibitors, from more than 40 countries, to showcase the latest industry trends and developments. Virtually the entire top 50 global concerns were in attendance.  Intertraffic 2010 also offered an even wider range of theme categories. In addition to its regular segments, the scope of the event was expanded to include two new sections, environment and cooperative systems.

Keynote presence of IRF at China National Forum

The 5th China National Forum on Innovative Highway Technology was convened in Beijing from 7-9 April. Organised by the China Highway and Transportation Society (CHTS) - a member of IRF - the theme for this year's forum was "Technical Innovation and Scientific Development on Roads".

BSEC Working Group on Transport meets in Istanbul

A meeting of the Black Sea Economic Cooperation (BSEC) Working Group on Transport took place on 24 March in Istanbul. It was attended by representatives from the Member States of Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russian Federation, Serbia, Turkey and Ukraine. The Czech Republic and the Islamic Republic of Iran attended as observers. A number of BSEC sectoral dialogue partners also participated, including the Black and Azov Seas Ports Association (BASPA), the Black Sea International Shipowners’ Association (BINSA), the Black Sea Region Association of Shipbuilders and Ship Repairers (BRASS), and the Union of Road Transport Associations in the Black Sea Economic Cooperation Area (BSEC-URTA). IRF and IRU were present as international partner organisations.

IRF PPP Working Group meets in Geneva

Under the chairmanship of Michel Démarre, of the French National Federation of Public Works (FNTP), the IRF Working Group on Public-Private Partnerships (PPP) met recently in Geneva to review progress and latest developments. The main current task of the Working Group is to publish a booklet on PPPs for Urban Road Networks. This booklet will essentially be based on a series of case studies, including assessments with respect to each and overall findings.

The Inland Transport Committee holds its 72nd session in Geneva

On 23-25 February 2010, the United Nations Economic Commission for Europe held the annual session of its Inland Transport Committee (ITC). The ITC is the highest political body of the UNECE in the field of transport and this year's session brought together high-level officials from the 56 UNECE member States, as well as representatives of 8 intergovernmental organisations and 8 NGOs, including IRF.

IRF calls for greater focus on transport and climate change

At the Copenhagen climate change convention (COP 15) in December, the IRF (International Roads Federation) will join other transport stakeholders and advocacy groups to ask for transport to be given greater consideration.

At present, transport falls under "energy" in terms of the Kyoto Protocol, the subject of discussions at the Copenhagen convention, but IRF is calling for the transport sector should be regarded as a case on its own.

TRB annual meeting addresses

The 89th annual meeting of the Transportation Research Board (TRF), held in Washington from 10-14 January, attracted upwards of 10.000 transportation professionals from around the world. Almost 600 sessions, organised around the central theme of "Investing in Our Transportation Future – BOLD Ideas to Meet BIG Challenges", provided policy-makers, practitioners, researchers and government representatives with the very latest insights and research findings on all transportation modes.

IRF Brain-Storming Meeting

IRF, as your association, has embarked on a thorough and extensive analysis of its present status, together with a comprehensive review of future trends and opportunities, aimed at evolving a common road map and strategic plan for the future. A first meeting, to which all members were cordially invited in order to kick start this process, was held on Monday, 15 February 2010, in Geneva, Switzerland.

Road Safety Campaign by Ministry of Road Transport & Highways and IRF India Chapter

A joint initiative of IRF India with Ministry of Road Transport & Highways, Govt. of India has been launched as National Campaign for "Reduction Of Road Fatalities" on 23 September 2009. Here are some slogans on road safety which are being issued in some 130 leading newspapers daily and in different languages around India.

IRF participates in the development of the Black Sea Ring Highway

Maria Novikov represented IRF at the third meeting of the Black Sea Economic Cooperation (BSEC) Steering Committee for the Development of the Black Sea Ring Highway (BSRH). The meeting took place at the BSEC Headquarters in Istanbul on 8-9 December 2009. IRF member Egnatia Odos S.A., a Greek road infrastructure operator, holds the Joint Permanent Secretariat of the Highway project. The project aims at providing a high quality highway around the Black Sea that runs continuously across the borders of BSEC Member States.

IRF concludes landmark Memorandum of Understanding with the University of Birmingham (UK)

A key Memorandum of Understanding (MoU) was signed on 16th December 2009 by Sibylle Rupprecht, Director General of the International Road Federation, and Professor Michael Sheppard, Vice-Principal of the University of Birmingham.

By concluding this MoU, IRF and the University of Birmingham officially recognise their joint will and shared commitment to a mutually beneficial, co-operative relationship aimed at promoting teaching, research and other collaborative activity, in accordance with the following main aims and principles:
