IRF welcomes new Director General of Geneva Programme Center
Mr. Ian Webb was appointed as Director General of IRF Geneva Programme Center. Mr. Ian Webb’s six month tenure as Director General commenced on 22 August 2013. A seasoned and well respected professional, Mr. Ian Webb brings with him, 32 years of rich and varied experience at CEO/Chairman level as well as holder of key positions in the Government of Australia.

IRF welcomes TRL as a corporate member
TRL, the UK's Transport Research Laboratory, has joined the International Road Federation (IRF), the leading professional association that brings together public, private and academic domain in the road sector. Joining a global network of road operators and authorities, universities, national road associations, construction companies, engineering bureaus and transport consultants, TRL will take part in IRF's global mission to promote the development of roads and road networks that enable access and sustainable mobility for all.
One year after Rio+20 the SLoCaT Partnership (of which IRF is a member) is happy to report that the implementation of the Rio+20 Voluntary Commitments on Sustainable Transport is on track. The Partnership presented a report “Creating Universal Access to Safe, Clean and Affordable Transport” Thursday 20 June at the Berlin High Level Dialogue on Implementing Rio+20 Decisions on Sustainable Cities and Transport. IRF supports the efforts of the Partnership towards making sustainable transport a reality for all.
On 12 & 13 June 2013, the International Road Transport Union (IRU) gathered Transport Ministers, representatives of international organisations and financial institutions at the occasion of the 7th IRU Euro-Asian Road Transport Conference, in Amman, Jordan. IRF Chairman Mr. Kiran K. Kapila was invited to participate in the deliberations on the promotion and further facilitation of trade and international road transport to drive economic growth, social stability and prosperity in the Arab world.
Addressing the theme of investment and development opportunities for infrastructure operators, government, developers and investors, the India Infrastructure Show took place in New Delhi on 22 May 2013. Some 200+ delegates from the entire infrastructure value chain in India and beyond convened at the conference, which provided the opportunity to discuss partnerships and investment strategies for expanding and upgrading India’s road infrastructure. IRF was represented by its Vice-Chairman, Dr. Adnan Rahman, who delivered a keynote address on “Developing a Vision and Strategy to Deliver Urban Mobility in India”.
IRF's Executive Committee Member and Chair of IRF Road Financing and Economics committee, Mrs. Vilrid Femoen, participated as a speaker in the side event “Understanding the Value of Transport Infrastructure” at the ITF annual summit 2013 in Leipzig, Germany, on 23 May 2013. Her presentation on “Using assessment data to support policy decisions - Case: Norway” stimulated considerable interest among the high level expert audience.
IRF Geneva was invited to share its experience with the global Transport Knowledge Practice (gTKP) at the Expert Group Meeting on Road Maintenance and Management, organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the World Bank in Vietnam.
The IRF Policy Committee on ITS, in collaboration with the European Union Road Federation (ERF), convened a meeting in Brussels on the 26th of April to discuss the way forward in supporting organisations to adopt proper ITS policy frameworks. The meeting was geared towards identifying stakeholders’ needs, creating a common understanding and identifying major Key Performance Indicators (KPIs) for ITS policies. It was also used to explore options for joining forces and for creating a platform of likeminded institutions, eventually providing inputs for an action plan.
At the occasion of the International Transport Forum held on 22-24 May 2013 in Leipzig, OECD/ITF launched the publication of thereport “Understanding the Value of Transport Infrastructure - Guidelines for macro-level measurement of spending and assets”. The publication is compiled by the OECD/ITF Taskforce on Measuring Transport InfrastructureSpending and Assets, with the aim of demonstrating to decision makers how important the process of collecting, editing and updating data on transport infrastructure is, to improve decision-making. IRF's statistician, Dr. Cristian Gonzalez, participated in the elaboration and the panel discussions of experts for improving this report.
IRF has actively responded to the stakeholders consultation launched by the European Commission as part of the revision process of the EU Green Public Procurement criteria for Road Construction and Traffic Signs. The IRF Environment Committee has been quite active on this crucial issue and has considerable experience and expertise to share. In its submission, IRF underlined the necessity to adopt a comprehensive approach by including road furniture in the product scope currently under revision. GPP offers an excellent opportunity to spur innovation often at no extra cost.
IRF Geneva's Webinar on World Road Statistics for Beginners - Techniques and Methods took place on Thursday 6 June 2013. Participants from all over the world joined in the webinar to learn about the key messages and techniques.
The IRF Road Financing & Economics committee, chaired by Mrs. Vilrid Femoen of the Norwegian Road Federation, will meet next in a virtual meeting on Friday 28 June. The meeting will be hosted online by means of internet conferencing. The objective of the meeting is to discuss preliminary outcomes of an IRF Global Road Financing Practices survey, held from November 2012 to March 2013. Two country studies based on the survey responses will be presented and discussed, as well as upcoming opportunities to engage in international activities and initiatives related to the theme of road financing.

The Second United Nations Global Road Safety Week has kicked off yesterday. The week (6-12 May 2013) is dedicated this year to pedestrian safety. IRF joins the efforts of the international community to ensure a fatality free Week and a significant and long-lasting contribution towards making walking safe for all.

Kiran K. Kapila re-elected Chair of IRF Geneva
The General Assembly of IRF Geneva has unanimously re-elected Kiran K. Kapila to serve a second term as Chair.
Meeting in Marrakech, Morocco, in the context of a high-level IRF Regional Conference focusing on North Africa and the Mediterranean, the Executive Committee and General Assembly paid tribute to Mr. Kapila's achievement in steering the Federation through a long process of streamlining and transition to emerge both strengthened and better equipped to address the new challenges of the road sector in a rapidly changing world.

IRF Geneva's inaugural Webinar
The IRF Geneva's inaugural Webinar on Data Collection & Statistical Practices to Support Road Safety Policies took place last Thursday 7 March 2013. Participants from all over the world attended this successful Webinar. The main subjects covered in the Webinar included: the data collection and statistics of the World Road Statistics (historic series from 1963 to 2010); the data collection & tool for police crash traffic (RADaR); and the recent developments on road safety data app(lication) on smart phones for all stakeholders.

IRF @UNECE's Road and Rail Financing Conference
Ahead of the 75th jubilee session of its Inland Transport Committee, the United Nations Economic Commission on Europe (UNECE) organized a Road and Rail Financing conference on Monday 25 February, on the occasion of the launch of the UNECE study on Europe-Asia Transport Linkages Phase II. The conference comprised a mix of plenary and parallel break away sessions, addressing key issues in financing road and rail infrastructure, public-private partnerships, the role of technology and more specifically Intelligent Transport Systems (ITS).

UNRSC & Second UN Global Road Safety Week
The United Nations Road Safety Collaboration (UNRSC) - of which IRF is an active member - will be meeting this week in Geneva to enhance amongst others preparation for the second UN Global Road Safety Week. The week 6-12 May 2013 is dedicated this year to pedestrian safety. Requested by the UN General Assembly, the Week will draw attention to the urgent need to better protect pedestrians worldwide, generate action on the measures needed to do so, and contribute to achieving the goal of the Decade of Action for Road Safety 2011-2020 to save 5 million lives.

2nd meeting of the EU ITS Advisory Group
On 26 February the EU ITS Advisory Group convened for its second meeting in the Berlaymont Building in Brussels. Three themes were addressed on the meeting's agenda: 1. The ongoing efforts into developing specification supplementing the ITS Directive; and 2. Deployment strategies for Cooperative Systems; and 3 Funding of ITS Deployment: EU instruments and strategies.
This year 2013, our IRF's flagship product World Road Statistics (WRS) is celebrating the 50th Anniversary and planning to publish a commemorative edition. This publication is the main statistical reference for governments, international organizations, public and private companies, NGOs, investment banks, research and academia and the media.

Chinese delegation visiting IRF Geneva offices
A delegation of Chinese officials representing Chinese public transport companies and transport media paid a visit to the IRF Geneva offices during its European study tour on Tuesday 15 January. The delegation was welcomed by Mrs. Caroline Visser, Deputy Director General, Mr. Cristian Gonzalez, Project Officer Data & Statistics, and Mr. Barry Gilbert Miguet, responsible for media contacts within the IRF Geneva office.

Workshop on Fostering ITS Policy
Hosted by IRF member TTS Italia, the IRF Policy Committee on Intelligent Transport Systems (ITS) and TTS Italia jointly organised a one-day workshop on Fostering ITS Policy. The workshop took place in the city of Bologna, Italy, on Wednesday 5 December 2012. It was held in conjunction with TTS Italia’s second edition of the Nuovo Mundo conference. The workshop addressed various topics, such as the ITS policy context in Italy and ITS university education and research, as well as a panel debate on how to communicate the benefits and opportunities, for society, business and general public.
The next meeting of the IRF Group of Experts on Road Safety will take place on Monday 18th March 2013 from 14:00 to 17:30 at the Hotel Pullman Palmeraie Resort & Spa, Marrakech, Morocco. The meeting has been scheduled to coincide with, and tap into the major IRF Regional Conference: North Africa & Mediterranean (see separate article) which will be taking place at the same venue over the following two days, 19-20 March, 2013.

IRF @ the TRB and Transforming Transportation Conference
The Transport Research Board (TRB) week in Washington DC has been as usual a busy week for IRF and its members. Many of them have been presenting in the official programme, exhibiting and/or hosting receptions which have provided valuable opportunity to connect with the extended IRF family, partner organisations and the profession as a whole. We take this opportunity to thank our member, Cambridge Systematics, who has hosted many of us at its traditional TRB reception.
A 3rd meeting of the Task Force on Measuring Spending on Investments in Transport Infrastructure was organised by the International Transport Forum (ITF) at the OECD in Paris on 29th January 2013. IRF Geneva belongs to this selected group and it is represented by its statistics and data expert, Cristian Gonzalez, who has been invited to contribute to the Manual of Best Practices devoted to measuring transport infrastructure spending and assets.
An online meeting of the IRF Road Financing & Economics Committee, made possible with the support of IRF member ARUP, took place on 21 November 2012, to discuss progress in its activities. Through a screen sharing and internet conference tool, committee members were able to follow and discuss presentations.
